Carolyn and I experienced this on our way home from a concert Wednesday evening.
How does a driver not see bright lights closing in on him—until he looks to his left?!!!
Thank goodness to brand new tires and decent reflexes. Tesla camera recorded the event.

I once chatted with a researcher from Transport Canada. He told me that at any given time of the day or night, 10% of drivers are impaired. and not necessarily by booze or illegal drugs, there's a lot of folks on painkillers and antidepressants who have no business driving. Another 15% are on their phones or playing with the 'infotainment' system in newer cars.
That's 1 in 4 drivers!
Your experience doesn't surprise me.
